PURPOSE: The purpose of this Board item is to allow the City time to study sinage as defined in Section 16-77, Code of Ordinances in order to prevent blight, or the aesthetics of the environment. CONSIDERATIONS: Ordinance No. 616 is needed to prevent construction or erection of signs during this moratorium period. January 22, 1996 - First reading of Ordinance 616. ISSUE ANALYSIS: This Ordinance will place a six month moratorium on sign erection, and construction of any outdoor advertising display/billboard off-premise sign as provided for by Section 16- 77, Code of Ordinances. This moratorium will not apply to the repair and maintenance of existing outdoor advertising displays/billboard off-premise signs within the City. No new signs will be constructed during this period. February 12, 1996 AGENDA ITEM NUMBER G Page 2 FUNDING: This Ordinance does not require an expenditure. RECOMMENDATION: That the City Commission approve Ordinance No. 616. IMPLEMENTATION SCHEDULE: This Ordinance takes effect upon passage in accordance with Florida law. COMMISSION ACTION: ORDINANCE NO. ~ AN ORDINANCE OF THE CITY OF WINTER SPRINGS, FLORIDA, PLACING A SIX-MONTH MORATORIUM ON THE CONSTRUCTION AND/OR ERECTION OF ANY OUTDOOR ADVERTISING DISPLA YIBILLBOARD OFF-PREMISES SIGN AS DEFINED BY SECTION 16-77, CODE OF ORDINANCES, CITY OF WINTER SPRINGS, FLORIDA; AND PROVIDING FOR EFFECTIVE DATE. WHEREAS, the City Commission for the City of Winter Springs, Florida, has determined it to be in the best interest of the public's health, safety and welfare that it evaluate and analyze the erection and placement of billboard signage within the City limits of the City of Winter Springs, Florida, and WHEREAS, the City Commission has determined that the study of the erection and placement of billboard signage is necessary to assure the avoidance of blight and/or damage to the aesthetics of the environment; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS: SECTION I: The City of Winter Springs, Florida, hereby places a moratorium on the erection and placement of any outdoor advertising displaylbillboard off-premises, as provided for by Section 16-77, Code of Ordinances, City of Winter Springs, Florida. No outdoor advertising display/billboard off-premises sign shall be erected or constructed for a period of six (6) months from the effective date of this ordinance. SECTION II: The City of Winter Springs, Florida, shall during the six (6) month moratorium period conduct a study and provide recommendations regarding the erection of outdoor advertising display/billboard off-premises signs. SECTION III: This moratorium established herein shall not apply to the repair and maintenance of existing outdoor advertising display/billboard off-premises signs within the City of Winter Springs, Florida. SECTION IV: This Ordinance takes effect upon passage in accordance with Florida law.
