REQUEST: The Parks and Recreation Department is requesting that the City Commission
approve Resolution 2010 -1 updating and revising the schedule of fees for various
Parks and Recreation facility uses and activities.
SNYNOPSIS: Parks and Recreation requests changes based on resident's and Commission
suggestions and new programs. There are no increases in any fees. The Senior
Center will have a pro -rated (Oct -Dec) membership fee (1/2 cost); registration for
the following calendar year beginning in October; and a $5 instead of $10 guest fee.
The Splash Playgrounds will have a pro -rated fee (1/2 cost) in October. Also, there
will be a Guest /Party rate of $5.00 per person (1 time use). In addition, 3 new
programs (Line Dance, Belly Dance, and Zumba) were added at the Civic Center.
CONSIDERATIONS:
At the December 14, 2009 meeting, the City Commission reviewed the recommended
updating and revising to the schedule of fees. One change was suggested regarding sign -up
for Senior Center fees. It is included in the Resolution.
Due to the current economic climate, Parks and Recreation is not recommending any
increases in fees.
Parks and Recreation fees are in line with other government agencies.
FISCAL IMPACT:
Parks and Recreation has reviewed the number of memberships affected by these changes and
believes that the revenues will remain the same as projected due to increased usage of the
facilities.
COMMUNICATION EFFORTS:
Staff will inform citizens and users of the changes through the City website, e- Citizen, and
direct mail to the membership database of the splash playground and senior center. Also, new
signage will be put -up and flyers with the changes will be made for the public.

Parks and Recreation recommends that the City Commission approve Resolution 2010 -1
updating and revising the schedule of fees for various Parks and Recreation facility uses and
activities.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, UPDATING AND
REVISING THE SCHEDULE OF FEES FOR VARIOUS
PARKS AND RECREATION FACILITY USES AND
ACTIVITIES; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; SEVERABILITY AND AN
EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State
Constitution, to exercise any power for municipal purposes, except when expressly prohibited by
law; and
WHEREAS, the City Commission has the authority to establish fees pursuant to section
166.201, Florida Statutes; and
WHEREAS, the City Commission desires to revise the fees for the City's Parks and
Recreation facility uses and activities; and
WHEREAS, the City Commission of the City of Winter Springs finds that this Resolution
is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully
incorporated herein by this reference.
Section 2. Fees Established. The City Commission hereby adopts the fee schedule set forth
in Exhibit "A," attached hereto and fully incorporated herein by this reference. The fees set forth
in Exhibit "A" shall become effective immediately upon adoption of this Resolution by the City
Commission.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions adopted
by the City Commission, or parts of prior resolutions in conflict herewith, are hereby repealed to the
extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase, word, or portion
of this resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.

Section 5. Effective date. This Resolution shall become effective immediately upon adoption

DONE AND ADOPTED in regular session of the City Commission of the City of Winter
