will be to COUNTY standards and equal to the standards used to pave
those sections of South Citrus Road previously paved by the COUNTY.
2.
PAYMENT OF PROJECT MATERIALS.
The CITY agrees to
pay for the materials necessary to accomplish the project.
Upon
execution of this Agreement the CITY shall p~y the COUNTY the sum

LARS ($~3,688.34) towards the project. Upon completion of the pro-
ject, the COUNTY shall refund to the CITY any excess moneys that
were not needed for materials.

The Board has taken under consideration your recommendation of February I, 1984,
for the joint paving of a portion of Citrus Road. I am pleased to report that the
Board favors the concept.
Our County Attorney's Office is preparing a draft interlocal agreement wherein the
County will provide labor (construction crews) and equipment and Winter Springs
will pay for the materials necessary for paving Citrus Road approximately from
Ortega Street to Shetland Avenue. Construction could be reasonably expected to
start in September if we can work out the interlocal agreement.
We look forward to this cooperative venture with you; if you have any questions or
concerns, please advise.

Motion was made by Commissioner Jacobs, seconded by Commissioner Grove, to adopt

City Manager - Richard Rozansky:
North Orlando Water & Sewer Corp.; State Grant Funding for Wastewater Treatment
and Disposal-CPH:
Mr. Terry Zaudtke, Engineer with Conklin, Porter & Holmes referred to his letter
of August 29, 1984 in reference to State Grant Funding for Wastewater Treatment
and Disposal. Mr. Conklin is to contact Mr. Smith to see where we are on the list
as to funding. This item will be on the Agenda for October 9 for action.
Status of Acquisition:
Manager Rozansky introduced Doug Taylor, Operations Director of North Orlando Water
and Sewer Corporation. Manager Rozansky said the City will close on the bonds the
first week in October, and then on the Utility Company. He said fie has met with
the employees and is working on insurance, job descriptions, setting up accounts at
the Bank. He is also working on a maintenance plan and he is attempting to get
insurance statements to transfer the insurance over to our policy. It will be run
as another Department until the Commission directs otherwise.
Citrus Road - expenditure approval : ~ ~ ~i ~, ~ ~~~ _. ~~
Manager Rozansky said that improvements to Citrus Road are included in our Transportation
Improvement Fund and Mr. Schuder Seminole County Public Works Director estimated the
cost at $23,688.34. Their attorneys are working on an Agreement.
Motio~a was made by Commissioner Jacobs to approve the amount ($23,688.34) and allow
City Manager to contact Director of Public Works to start going at the same time we
are working out the Agreement. Seconded by Commissioner Linville. Discussion. Vote
on the motion: Commissioner Adkins, aye; Commissioner Linville, aye; Commissioner
Jacobs, aye; Commissioner Grove, aye; Commissioner Hartman, aye; motion carried.
Appointment of City Auditor:
Motion was made by Commissioner Hartman to continue our existing contract for a
period of one year. Seconded by Commissioner Linville. Discussion. Vote on the
motion: Commissioner Linville, aye; Commissioner Jacobs, aye; Commissioner Grove, aye;
Commissioner Hartman, aye; Commissioner Adkins, aye; motion carried.
Commission Seat I - Jim Hartman:
Commissioner Hartman spoke about the condition of Hayes

Reference: Pavement of South Citrus Road
Dear Chairman Glenn:
Recently Seminole County paved South Citrus Road from Red Bug Lake
Road through the intersection of Ortega Street. Unfortunately, approxi-
mately .2 of a mile between Ortega Street and Shetland Avenue remain unpaved.
Because we believe it would be beneficial to residents of Winter Springs
to have the remaining .2 of a mile paved, we request your consideration for a
joint venture to complete the remaining .2 of a mile. Perhaps an acceptable
arrangement would be for Winter Springs to furnish the materials and Seminole
County the equipment and labor.
The City will be prepared to commence immediately upon your acceptance
and the satisfactory completion of arrangements.
