TO: Richard Rozansky, City Manager 30 November 1984 Winter Springs Fire Deportment 102 North NIoss f),oad Winter Springs, FL 32707 Sta. #1 327-1000 #2 065-5802 SUBJECT: Fleet Maintenance Labor Costs Increase I have just learned that the labor costs at the Seminole County Maintenance Facility which maintains all of our emer- gency vehicles has risen from $12.78 per hour to $26.00 per hour for fire apparatus and $20.00 per hour for rescue units. This went into effect on October 1,1984. I received no notification or warning that this increase took place until I received our billing from October. This increase will likely have an e.ffect on our current budget however, I will maintain a close watch to prevent over spending. I expect:. t:.o receive something in writing from Hr. Holzman DEP'T Fire Chief Attached is a sample Fire Apparatus Maintenance Agreement between Seminole County and a municipality. I have discussed this agreement w:ith Mr. Gary Kaiser, Semi'nole County Public Safety Director, Fire Chief Paul Algeri, Casselberry Fire D~partment, Mr. Ron Emery, Director fo Public Works, and Mr. Marvin Van Wormer, Chief Mechanic, Seminole County Fire Apparatus Maintenance Division. I am of the opinion that this agreement should be actively pursued for the benefit of an extended and more reliable dependable life of expensive fire ~quipment owned by the City. Some of the positive features are: 1. Weekly safety inspections at our stations by County Mechanics~and on the spot corrections - when-feasible. 2. Frequent care of pumps and ~quipment through an established preventive maintenance program by experienced personnel. (This feature is very difficult to obtain.) 3. Reduced costs of replacement parts due to the County's ability to purchase at fleet prices. Cost for maintenance would be the cost of parts plus mechanics wages at $12.78 per hour..- 4. Periodi9 scheduled preventive maintenance that should serve to reduce unscheduled down time, produce less hours of future down time, and provide a more reliable future and Continuation/Page 2 3 September 1982 longer life of the apparatus. 5. The County would assume responsibility for the apparatus and all maintenance preformed by them. 6. Casselberry and Altamonte Springs Fire Departments currently have agreements with the coun~y and are extremely happy with the workings of it. 7. Provides annual certification testing of each apparatus. 8. Provides around the clock maintenance in the event of a breakdown during an operation. Items to be considered: 1. The County is unwilling to just accept part of the maintenance responibilities. Their agreement would cover all maintenance areas. 2. How much productive time would be taken away from the City Mechanic. This would have to be determined by the Director of Public Works. 3. Initial costs would seem somewhat high but should become less and stabilized with the preventive maintenance program. 4. Paragraph 8 of the sample agreement provides for some variations which could be discussed and established prior to signing an agreement. It is suggested that should this agreement be considered Continuation/Page 3 3 September 1982 that a meeting take place between us and those persons referred to in my opening comments of this memo to discuss specifics of an agreement. The Chief feels - and I agree with him - that this agreement will benefit the City by insuring that "all" equipment is rraintained in proper order and at a reasonable price. The County has the expertise and equipment in place to maintain all engines, pumps, etc. I will place this item on the November 23, 1982 agenda. WIT N E SSE T H: WHEREAS, Florida law provides for interlocal agreements between cities and counties for the performance of their respective administrative and service functions; and WHEREAS, the City and the County desire, pursuant to Chapter 163 of the Florida Statutes, to enter into an interlocal agreement \-[hereby the County will, on a cost basis, maintain fire department emergency vehicles and apparatus. NOW, THEREFORE, in consideration of the mutual convenants herein contained, it is agreed as follows: 1. The County will maintain the City Fire Department emergency vehicles and apparatus to the extent of the County's capability in terms of ordinary repairs and availability of parts. 2: The City will pay to the County each month, an amount representing the actual cost of those services described in Paragraph 1 above, upon receipt of an itemized statement from the County indicating the actual cost of manhours, parts, and materials expended ~0r v~hicle and apparatus maintenance in the preceding month. 3. In consideration of County performing the services covered herein at cost, City agrees the County's performance hereunder shall be as City's Agent and City agrees to hold County harmless from and defend County and the officers and employees thereof against any clain;J or liabilities, including at.torneys' fees, resulting from performance of the services provided hereunder. Either Party may cancel this agreerr:ent at any time by giving the other party thirty (30) days writte~ notice thereof. 6. If for any reason any provision hereof shall be inoperative, validity and effect of all other provisions shall not be affected thereby. 7. No modification or waiver of any provision of this agreement shall be valid unless in \';riting signed by both part:Les. 8. Internal operating procedures pursuant to this agreement may be established by the Seminole County Public Safety Director and the City of Winter Springs Fire Chief.
