W I T N E S S E T H: WHEREAS, both parties to this agreement have established and , ~ ' Fire Department with firefighting equipment, rr.a~n_a~n emergency medical equipment, or advanced life support equipment and firefighting and pa~'amed~c f'ersonnel, and -'. WhEREAS, the jurisdict:.ional boundaries of the City of Altamonte Sf'riIJgs and the City of WINTER SPRINGS are aCijacent, and WHEREAS, the parties hereto recognize and agree that it is ce;.irable to enter into this agrel;:ment for the mutual ber.efit of the r-:art.ies in timelt of emergency or disaster too great to be dealt with " ., u;".ass:sted. NOW THEREFORE, it lS agreed by and between the parties hereto that each of the parties agree to assist the other under the following st.ipulations, provisions and conditions: l. ~~ r P?~!:.._~_~ Agreerr.ent. The purpose of this agreement is to provide for reciprocal fir~ighting/emergency medical services/civil - defense aid and assistance in case of disasters,resultin~ from natural phenomena, accidents or otherwise, when the fire/emergency medical or " disaster is too great to be dealt with unassisted, or when utilization of the nearest facility unit to the incident affects the most efficient - life saving services to the citizens of both Cities. Assistance rendered by either party shall include, but not be limited t.o, structural fires, emergency medical and stand-by. 2 . Areas of P rQ t, e c t ion . This agreement shall apply only to ...--- emergencies existing within the areas of protection of both Cities, respectively, and shall not apply to other outside territorial jurisdictions. -.-..---.--..- , 3. Reouest for Assistance - City of Altamonte Sp~ings. The City of Altamonte Springs shall request mutual aid assistanc,e from the City of \~ INTER SPRINGS only through the City Duty Chief, or in his absence, the Fire Chief of Altamonte , Spr ing s, or his duly'authorizec representative; such '.requests shall be initiated through the City of Altamonte Springs fire dispatch. 5. Response to Request for Assistance. a) The equipment shall be dispatched only as requested, the amo,un t of equipment and personnel dispatched shall be at the d i s c r e t. i o'n of the assisting agency consistent with' public safety within the area served and the aims and purposes o'f this agreeme b) Should the responding agency be involved in an emergency opera'tion at the time of receiving the request for assistance, t response may be delayed until such time as the responding agency may"make an additional commitment. t '.... tf c) Should the assisting agency become aware of an emergency with their area of primary responsibility, then the responding agency may, upon coordination with the ranking commanqi-flg officer(s), recall whatever equipment and personn~l as may be needed. .d) Either party may decline to provide assistance, if by doing E ~ their own j u r'i s d i c ti 0 n would not be a'iforded adequate coverage. Both the City of Altamonte Springs and the City of J\' INTER " SPRINGS shall advise the other immediately if such a condition exists. 6. Officer-in-Charge. The responding party shall be subject to orders and direction of the Officer-in-Charge of the operation having responsibility in the area where the emergency exists while the respon party is within such area. F\ e,n d it ion of serv~ce, standards of perforrr.ance, discipline of officel's and employees, and other matters incident to performance of services and control of personnel shall remain with both Cities, respectively. Disputes or disagreements as to the 1 eve 1 of services and standards of performance required of either party shall be reported to the Fire Chief of th e City of Altamonte Springs or' the Fire Chief of WINTER SPRINGS , respectively. The decision of the Fire Ch i e f of the City of 11.l tamonte Springs shall be standards of, p'e r f 0 rman c e by the City of Altamonte Springs. The decision of the Fire Chief of the City of WINTER SPRJNr,~ shall be standards of per- formance by the City of HINTER SPRINGS . 8. ~mployee Stat\;s.
