WORK ORDER NO. ~~ AGREEMENT FOR CONSULTING SERVICES LAND DESIGN INNOVATIONS PROJECT: Northwest Small Area Annexation Study CITY: Winter Springs, Florida CONTRACTED PROFESSIONAL: Land Design Innovations, Inc. ~ ~~, ~G,~ „~•;~,D a oFF~ ~~ ~ xaa~ CE d~ rh~ c 7'1' C ~G8 ~C Execution of Work Order Number ~, by City, shall serve as authorization for the Consultant to provide professional services for the above project. RESPONSIBILITY OF THE CONSULTANT: Consultant shall provide said professional services pursuant to this Work Order, to prepare a Small Area Study to analyze the annexation potential northwest of the City of Winter Springs. The following tasks will be completed for the analysis. Part I: Identification of Potential Annexation Area • Identify parcel ownership and acreage within the study area between US 17/92 and Lake Jessup north of the Ciry boundary. • Identify existing agreements and documents affecting the potential annexation area-including, but not limited to current service providers for water, wastewater, electric, solid waste, stormwater, police and fire. • Analyze the boundary to be provided by the Ciry regarding total potential annexation area based on amount of County property in area and concurrent with Florida Statute's Involuntary Annexation Rule. • Identify the number and location of any registered voters in the potential annexation area. Part II: Potential Tax Revenue and Known Costs Based on Potential Area • Identify potential Ad-Valonun tax revenue. • Identify maintenance and law enforcement costs of Soldier's Creek Park and the Environmental Studies Center from the County, if available. • Review park upgrade costs identified by Starmer-Rinaldi. • Summarize potential Ad-Valorum tax revenue and costs. Page 1 of 3 Part III: Deliverables • LDI will prepare a small area study report inclusive of phase I and phase II tasks summaries and maps. • LDI will identify sections in the report that are to be completed by City Staff, and reserve them for future completion. Based upon conversations with the City Manager, these staff generated sections may include identification of projected demand on public services, analysis of problem infrastructure areas, recommendations for City assigned future land use categories, and all additional revenue projections other than Ad-Valonxtn taxes. • LDI will hold meetings with Chief Dan Kerr, Parks Director Chuck Pula, Public Works Director Kip Lockcuff, the County Sheriff and the Code Enforcement Officer, and County Parks Director. TIME FOR COMPLETION: The professional services authorized by this Work Order shall be completed within two (2) months from the date of execution of this Work Order. COMPENSATION: The fees for the professional services listed below shall be performed hourly not to exceed 10 000, without additional written approval from the City Manager. The City will be notified immediately, if after the first evaluation, it is determined that the number of parcels may exceed the $10,000 limit. The number of parcels to be examined is unknown at this time, therefore LDI will track manhours weekly to provide the City Manager with an evaluation of progress, if the "not to exceed" limit is close to being exceeded. Meeting attendance, other than the kick-off and one additional meeting with the City Manager, shall be performed on an hourly basis.
