AGREEMENT FOR CONSULTING SERVICES

PROJECT: Interlocal Service Delivery Agreement Report

PROFESSIONAL: Land Design Innovations, Inc.
Execution of Work Order Number 11, by City, shall serve as authorization for the Consultant to provide
professional services for the above project.
RESPONSIBILITY OF THE CONSULTANT:
Consultant shall provide said professional services pursuant to this Work Order, to prepare an Interlocal Service
Delivery Agreement Report
TIME FOR COMPLETION:
The professional services authorized by this Work Order shall be completed within four (4) weeks from
the date of execution of this Work Order.
COMPENSATION:
The fees for the professional services shall be performed on an hourly basis not to exceed $4,290,
without additional written approval from the City Manager. Meeting attendance and revisions shall be
performed as additional services on an hourly fee basis.

SCOPE OF SERVICES
INTERLOCAL SERVICE DELIVERY AGREEMENT REpORT
Land Design Innovations, Inc. (LDI) would be honored to assist the City of Winter Springs in
preparing the Interlocal Service Delivery Agreement Report required by the Department of
Community Affairs.
Chapter 2002-296, Laws of Florida, added sections 163.3177(6)(h)6., 7. and 8., F.S., requiring all
counties having a population of greater than 100,000, and the municipalities and special districts
within those counties to prepare an Interlocal Service Delivery Report that identifies all existing or
proposed interlocal service delivery agreements regarding education, sanitary sewer, public safety,
solid waste, drainage, potable water, parks and recreation and transportation facilities. The report
must identify any deficits or duplication, whether capital or operational, in the provision of these
services within the county. The report is due to DCA on January 1, 2004.
LDI will work diligendy with staff to gather data and related information. LDI will be committed to
meeting the project schedule to allow the Planning Department appropriate review time, prior to
submittal to the State. The specific proposed tasks are identified below.
Interlocal Service Delivery Agreement Report
The following tasks will be performed in association with the preparation of the report.
1) One (1) kick-off meeting, and two (2) meetings with City staff.
2) Obtain the following from staff:
a. List of current interlocal agreements.
b. Copy of each agreement.
c. Status of those agreements.
d. Determination from staff on whether the agreement has been effective on
achieving its purpose
3) Preparation of tables and descriptions of each agreement.
4) Preparation of summary report.
5) Submit to City for review.
6) Submit to the State.
FEE SUMMARY
LDI will conduct the research and prepare the Interlocal Service Delivery Agreement Report for an
hourly fee not to exceed $4,290. Additional services for this scope of services will not be
performed without written approval from the City of Winter Springs. Staff and community
workshops, LP A and Commission meeting attendance, coordination with DCA, and web site
assistance shall be provided as an additional service on an hourly basis.
