WHEREAS, the health and welfare of our citizens is of vital
concern; and
vfrlEREAS, the Florida-Water and Pollution Control Operators
Association is a statewide organization dedicated
to maintaining water quality in Florida; and
WH&~EAS, these trained, dedicated and knowledgeable operating
personnel maintain water and wastewater plants
throughout the City of Winter Springs and the State
of Florida;
