PRO C LAM A T ION

Citizens today enjoy more rights, greater access to
our courts, and more ways and means of equitably resolving
disputes than ever before.
The nation's 16,460 state trial and appellate courts
and 105 federal courts today are handling more cases than
at any other time in their history.
On the occasion of tbe 21st annual nationwide
observance of LAlv DAY U.S.A. on Hay 1, 1978, it is fitting
that we, as citizens of this City pause to reflect that we
are a nation of laws and not of men, and that justice is
the keystone of our legal system.
It is further important to remember that our nation
is founded upon a body of la'lATs administered by independent
courts that guard individual rights of all men, and that our
form of Govenlment is dependent upon citizen participation,
understanding and adherence to a voluntary compliance with
the rule of law for its vitality and strength.

and to take part in community programs sponsored by state and
local bar associations.
