COMMISSION AGENDA ITEM 200 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR October 27, 2003 Meeting MGR IV fDEPT J// Authorization REQUEST: Police Department Requesting Authorization to enter into a Contractual Agreement for the Renovation and Construction of the John Govoruhk Public Safety Building Expansion Improvements PURPOSE: The purpose ofthis Board item is to request authorization to enter into a contractual agreement with Tim Williams Builders ofSt. Cloud, for the completion of2,500 square feet the interior construction for the John Govoruhk Public Safety Building at a cost of . $175,000 plus a 10% contingency. CONSIDERA TIONS: This John Govoruhk Public Safety Building was constructed in 1996 with the provision for 2,500 square feet of shell space for future expansion due to the foresight of the City Commission. The growth of the Police Department has created the need to complete the interior improvements ofthis shell space. Architects Design Group, Inc. (AD G) was the original architect and they were also utilized to design the interior improvements. Bids for this project were opened on October 6,2003 under Bid # ITB-001-04/JW. The City Clerks summary is attached. The low bidder was Tim Williams Builders of St. Cloud, Florida, with a bid of $175,000.00. The architects estimate of construction cost was $160,000.00. The architects reviewed the bids and conducted reference checks on the contractor. Their letter of no objection is attached. Tim Williams Builders is also presently constructing the restroom improvements at Sunshine Park. The project scope of work includes all labor, eqbipment, and materials for the . completion of2,500 square feet of office area. This includes electrical, plumbing, HV AC, mechanical, and interior finishes. . . . October 27,2003 Consent Agenda Item 200 Page 2 Construction Cost $175,000.00 Contingency $17,500.00 Architect Construction Administration $6,000.00 Project ManagementJInspection $7,500.00 Furnishings $10,000.00 TOTAL $216,000.00 The architect is providing bidding services and limited construction administration for this project at a cost of $6,000. Their scope will include shop drawing review and approval, responding to RAI's, weekly inspection, and project closeout. In addition, we proposing to utilize Don Gilmore as a construction liaison to support the Police Department in providing daily oversight and direction to the contractor. We are projecting 2 hours per day at $50 per hour for the anticipated 15 week duration of the project for a maximum of $7,500. Mr. Gilmore has extensive experience in overseeing the completion of shell spaces. This project will also be permitted through the Building Department with all normal inspections associated with this type of construction. We are asking that the City Building permit and associated fees be waiyed. FUNDING: The projected total cost for this project is $216,000 as shown above. The FY 03/04 budget included a transfer of $40,000 from the General Fund to the Police Impact Fee Fund to costs associated with this project and the capital costs associated with the four new officers. This transfer will need to be increased by $56,000 to $96,000 to cover projected expenses. The General Fund will be reimbursed the entire adyanced amount as funds become available in the impact fee fund. This is projected to occur over a maximum of 18 months. All costs associated with this project will be expensed to 150-65000-30050. The funds will be spent oyer the next 120 days. . . . Authorization be granted to enter into a contractual agreement with Tim Williams Builders of St. Cloud, for the completion of 2,500 square feet of interior construction for the John Govoruhk Public Safety Building at a cost of $175,000 plus a 10% contingency. 2. Building Permit and associated fees be waived. 3. FY 03/04 Budget be amended to increase the General Fund Transfer in to the Public Safety Impact Fee Fund (150-381100) to $96,000 to be reimbursed to the General Fund as funds become available. 4. FY 03/04 Budget be amended to increase the expenditure line code in the Public Safety Impact Fee for the Expansion (150-65000-30050) to $216,000. ARTICLE 5 PROGRESS PAYMENTS 5.1 Based upon Applications for Payment submitted to the Architect by the Contractor and Certificates for Payment issued by . the Architect, the Owner shall make progress payments on account of the Contract Sum to the Contractor as provided below and elsewhere in the Contract Documents. 'I 5.2 The period covered by each Application for Payment shall be one calendar month ending on the last day of the month, or as follows: 5.3 Provided an Application for Payment is received by the Architect not later than the last day of a month, the Owner shall make payment to the Contractor not later than the last day of the following month. If an Application for Payment is received by the Architect after the application date fixed above, payment shall be made by the Owner not later than Thirty (30) days after the Architect receives the Application for Payment. 5.4 Each Application for Payment shall be based upon the Schedule of Values submitted by the Contractor in accordance with the Contract Documents. The Schedule of Values shall allocate the entire Contract Sum among the various portions of the Work and be prepared in such form and supported by such data to substantiate its accuracy as the Architect may require. This Schedule, unless objected to by the Architect, shall be used as a basis for reviewing the Contractor's Applications for Payment. 5.5 Applications for Payment shall indicate the percentage of completion of each portion of the Work as of the end of the period covered by the Application for Payment. 5.6 Subject to the provisions of the Contract Documents, the amount of each progress payment shall be computed as follows: . 5.6.1 Take that portion of the Contract Sum properly allocable to completed Work as determined by multiplying the percentage completion of each portion of the Work by the share of the total Contract Sum allocated to that portion of the Work in the Schedule of Values, less retainage of ten percent(1 0%). If an Application for Payment is received by the Architect after the application date fixed above, payment shall be made by the Owner not later than Thirty (30) days after the Architect receives the Application for Payment. 5.4 Each Application for Payment shall be based upon the Schedule of Values submitted by the Contractor in accordance with the Contract Documents.
