(IDC) to approve the design for the SR 434 Town Center entry features. PURPOSE: The purpose of this agenda item is to present the SR 434 sign entry features as prepared by the architect for IDe. CHRONOLOGY: . On October 2001, the Commission approved two (2) decorative entranceway locations shown in attachment "A" subject to six (6) conditions provided here in attachment "B". . On November 1,2001, the City Commission received a letter with attachments from the IDC Calhoun, Inc. attorney asking for approval of conditions and location to the two (2) entry signs. . On November 12,2001, the Commission considered a request of IDC Calhoun to modify the special exception approved October 22,2001 to allow each of the two entry signs to have two faces. Each sign face was to consist of 18 square feet of copy area for a total of 36 square feet per sign. The 18 square feet shall consist of one (1) nine (9) square foot copy area (18"x 6') devoted to Publix and one (1) nine (9) square foot copy area (18"x 6') devoted to as many as five other tenants as shown in Attachment "C" (Exhibit "D"). 1 May 13, 2002 Regular Item 0 Page 2 . The matter was referred to the City Manager, City Attorney and the attorney for IDC Calhoun, Inc. to craft language requiring each entry sign to be configured in substantial conformity with sketch drawings presented or any alteration mutually agreed upon by the parties. . On November 19, 2001, the City Commission reviewed a second request to modify the special exception granted October 22, 2001, for the two Town Center decorative entry signs. . On December 3, 2001, the City Commission reviewed sign issues postponed from the November 19,2001 meeting and established ten (10) approval points. FINDINGS: Q) IDC presented perspective drawings for the SR 434 entry feature on May 6, 2002. () StaffDRC met on May 7, 2002 to review the drawing pursuant to the ten (10) requirements approved by the City Commission in its capacity as DRC on December 3,2001 (see Attachment A). RECOMMENDATIONS: Staff recommends the City Commission in its capacity as DRC consider the applicant's proposal pursuant to the staffDRC conclusions set forth in Attachment 'A'. 2 May 13,2002 Regular Item 0 Page 3 ATTACHMENTS: A Ten criteria dated December 3,2001 for the entry features and staff DRC's review comments dated May 7, 2002. Concept designs dated October 30,2001 attached to the November 19, 2001 agenda item. COMMISSION ACTION: 3 ATTACHMENT A ... TEN CRITERIAL DATED DECEMBER 3, 2001 FOR THE ENTRY FEATURES AND STAFF DRC'S REVIEW COMMENTS Locations approved S.R. 434 and Main Street as shown on D-5. 1 - The sign face may be perpendicular to the road. Appears adequate. 2 - Sign face may be flat in the alternative to curvilinear. Appears adequate. 3 - There shall be 18 square feet of sign area on each side for Publix and 4 tenants. The square footage of each sign shall not exceed 36 square feet total. The sign area, which is 27 square feet, exceeds the 18 square foot maximum. The total square footage of 36 square feet appears adequate. Staff could find IlIO explanation of how copy area is to be calculated. 4 - The developer will make a good faith effort to have each tenant on separate sign panels. If not acceptable to Publix, stacking as indicated on Exhibit 'C' will be pennitted. Appears adequate. 5 - The height of the entranceway features shall not exceed 42 inches unless necessary to satisfy the aesthetic requirements of the Town Center code. The entry sign feature is shown as 60 inches which is 18" too high. 6 - Entranceway features will be substantially in confonnance with sketches A, B, C, D. The latest drawings do not appear to be in substantial conformance with the concept designs presented October 30,2001. The architectural style appears to be dissimilar to the rest of the Town Center. 7 - Reverse channel letters will be pennitted in white. Developer will make a good faith effort to convince Publix to use bronze lettering. The latest drawings depict multicolored letters rather than the white or bronze letters specified. Att:l~hmp.nt A P:lUP. 1 8 - Additional sign copy area will be permitted on the main entranceway feature for additional tenants provided that the total copy space of all tenants does not exceed 50% of the exterior wall of the entrance feature. The face of the sign presented May 6, 2002 contains 46-3/4 square feet. The sign copy contains 27 square feet which is greater than the 50 percent maximum. 9 - Only one entranceway feature shall be allowed for signage at each location. On the S.R. 434 it shall be the east feature and on the Main Street it shall be the south feature. The Publix signage may contain Publix with Food and Pharmacy underneath. The decorative sign feature and the companion entry feature are reversed on the May 6, 2002 submittal. The sign feature should be Olll the east side. 10 - The companion entranceway feature cannot obstruct the view of the sign copy area of the main entranceway feature. Therefore the companion feature cannot exceed 24" in height, must have the same linear feet as the main sign and must be a seatwall. Both entranceway features must be lighted. Staff was unable to determine the height of the companion entry feature. Tlhle design does not provide an appropriate seat wall as envisioned by the City Manager. All conditions are null and void unless closing takes place by December 31 st. Records show closing occurred on January 7, 2002. Conditions raised by City Attorney: 1. Sign must have an integrated architectural feature. 2. There are two (2) locations. One on 434 and one on Main Street. 3. There must be applicable traffic visibility criteria. 4. Design and size subject to City Commission approval. 5. Development Agreement must be amended to provide for the 'Special Exception' contingent upon formal design approval by the Commission. 6. The signs will be decorative signage features, in lieu of monument signs, integrated into an architectural feature whose purpose would stand alone, regardless of signage. Possible architectural features may include, but are not limited to, a clock or bell feature or public art depicting the logo or motif of the Town Center, sculptures and/or water fountains. Typical wall entrance features are inappropriate for these decorative entry signs. 2. The signs shall only be located at the following locations: a. the south side of the site entrance from Main Street (adjacent to building No.2) and b. the east side of the site entrance by the proposed drive-through bank (building No. 10). 3. The actual signage on Main Street is to be smaller than on SR 434, although the actual architectural feature on Main Street does not need to be smaller than on SR 434. 4. Both decorative entry signage features must meet applicable traffic visibility criteria (e.g. not intrude into requisite sight triangle or otherwise create a safety hazard). 5. Actual decorative entry sign design and size shall be subject to approval by the City Commission. 6. The Development Agreement between IDe and the City shall be amended to provide for this special exception contingent upon formal design approval by the City.
