HomeMy WebLinkAbout2009 05 11 Consent 200 Agreement with CPH Engineers to Design Paving of Dirt Roads in RanchlandsCOMMISSION AGENDA ITEM 200 May 11, 2009 Meeting CONSENT INFORMATIONAL PUBLIC HEARING REGULAR MGR `~ /DEPT x /may REQUEST: The Public Works Department requests the City Commission Approve Task Order #1 to the Engineering Services Agreement with CPH Engineers, Inc. for the Design of Paving Existing Dirt Roads in The Ranchlands PURPOSE: The Public Works Department requests the City Commission Approve Task Order #1 to the Engineering Services Agreement with CPH Engineers, Inc. in the amount of $102,105 for the Design of Paving Existing Dirt Roads in The Ranchlands, payable from the Roadway Improvement Fund (One Cent Sales Tax). CONSIDERATIONS: • At the April 13, 2009 City Commission meeting, the Commission directed Staff to proceed with the design phase for the paving of existing dirt roads in The Ranchlands. The Commission's directive was to proceed with design on all streets, with the provision that property owners along Stoner Road, Jackson Circle, and Herren Road will be re- polled at design completion. • This agenda item requests the Commission's approval of Task Order # 1 with CPH Engineers, Inc. to complete the design and permitting for the following Ranchlands streets: ' • Bahama Road -Moss to Shore • Hayes Road -Bahama to Tradewinds • Tradewinds Road -Hayes to Fisher • Moss Road -Panama to Tradewinds • Tradewinds Road -Hayes to Edgemon • Sunrise Ave -Tradewinds to Williams • Williams Road -Morton to Fisher • Arnold Lane • Morton Lane Consent Agenda Item #200 May 11, 2009 Page 2 of 3 • Stoner Road -Hayes to Shore • Jackson Circle • Herrell Road CONSULTANT SELECTION PROCESS: • Staff issued Request for Qualifications (RFQ) #008/08BF in May 2008 for Continuing Civil Engineering Services. A total twenty-four (24) firms submitted their qualifications for review by a selection committee comprised of Public Works Staff. Six consultants, including CPH Engineers, Inc., were recommended by the selection committee and approved by the City Commission for three-year Agreements at the August 8, 2008 City Commission meeting. This will be CPH's first assignment under their Agreement dated September 10, 2008. • Staff recommended six consultants in order to provide a broad range of capabilities across several sub-disciplines of civil engineering (transportation, stormwater, site development, etc.). At the time the consultants were selected, Staff noted that projects would be assigned based on a "best fit" approach that best matches the needs of a particular project with the expertise of the consulting firm. Staff recommends CPH Engineers for this assignment because of their familiarity and experience in The Ranchlands, their ability to apply a more flexible design approach to meet the unique demands of the project, and their availability to immediately begin the work. • Each of the six consultants under contract has either already been given a project or they have been targeted for an upcoming project. IMPLEMENTATION: The anticipated schedule for the project is as follows. The design process has been setup to provide ample opportunity for resident review and input at both the 30% and 90% design completion stages. • Notice to Proceed -May 12, 2009 • Topographic Survey Complete -July 15, 2009 • 30% Design Complete for Initial Meetings with Residents -Aug-Sept, 2009 • City Review with Resident Input -Aug-Sept, 2009 • 90% Design Complete for Final Review by City and Residents -Nov 2009 • Final Design Completion -Jan 2010 Consent Agenda Item #200 May 11, 2009 Page 3 of 3 FUNDING: The total design fee is $102,105 and sufficient funds are available in the Roadway Improvement Fund, line code #115-65000-30134. RECOMMENDATION: Staff recommends the Commission approve Task Order #1 to the Engineering Services Agreement with CPH Engineers, Inc. in the amount of $102,105 for the Design of Paving Existing Dirt Roads in The Ranchlands, payable from the Roadway Improvement Fund (One Cent Sales Tax). Task Order Number 1 - Ranchlands Paving and Drainage Design COMMISSION ACTION: TASK ORDER NUMBER 1 FOR RANCHLANDS PAVING AND DRAINAGE DESIGN This Task Order dated May , 2009, by and between the City of Winter Springs (hereinafter called the OWNER) and CPH Engineers, Inc. (hereinafter called the Engineer), is mutually agreed upon and declared an authorized Task Order based on Agreement for Engineering Services -dated September 10, 2008 - RFQ 008/08/BF. The appropriate provisions of the Agreement apply as fully as if repeated herein. SECTION 1 GENERAL 1.1 The purpose of this Task Order is to provide for Engineering Services, more specifically itemized herein, in the preparation of Plans and Specifications and Permitting for paving the Ranchlands Area. This includes the streets: a) Bahama Road -Moss to Shore b) Hayes Road -Bahama to Tradewinds c) Tradewinds Road -Hayes to Fisher d) Moss Road - Panama to Tradewinds e) Tradewinds Road -Hayes to Edgemon f) Sunrise Avenue -Tradewinds to Williams g) Williams Road -Morton to Fisher h) Stoner Road -Hayes to Shore i) Arnold Lane j) Herrell Road k) Morton Lane I) Jackson Circle It is estimated that these streets comprise approximately 28, 835 lineal feet (based on information from the City). SECTION 2 BASIC SERVICES OF THE ENGINEER 2.1 GENERAL 2.1.1 The ENGINEER agrees to perform professional services in connection with the project as hereinafter stated. 2.1.2 The ENGINEER will serve as the OWNER's professional engineering representative in those phases of the project to which this Amendment applies, and will give consultation and advice to the OWNER during the performance of his services. The ENGINEER will perform the services for the City Commission under the general supervision of the Public Works/Utility Director and the City Engineer and will submit interim plans to them for their review, input, decision, etc. as appropriate. 2.1.3 The City shall provide the cross-sectional design criteria to the engineer and will provide input on the types of materials used throughout the project. There may be an instance where the recommended cross-section is different from the standard cross-section provided by the City. The ENGINEER agrees to accommodate such a request from the City to meet the specific job circumstances. SECTION 3 SCOPE OF SERVICES 3.1 GENERAL The OWNER hereby authorizes the ENGINEER to proceed with the preparation of plans and specifications for roadway improvements as listed below. The project will be designed under the provisions of St. Johns River Water Management District, Chapter 40C-42, F.A.C, Environmental Resource Permits: Regulation of Stormwater Management Systems, Revised December 3, 2006. The project design will be based on permitting the project under 40C-42.024 Standard General and Individual Permits (2) (d) items 1 through 8 (Paving of existing public dirt roads by a public entity) and 40C-42.026 Specific Design and Performance Criteria (5) Swale systems. Based on the requirements of these rules, a swale section is required and therefore we have assumed, for purposes of this Task Order, that a swale section roadway will accommodate all the stormwater requirements. 3.2 ENGINEERING SERVICES -DATA COLLECTION, ANALYSIS AND DESIGN 3.2.1 Survey services will be provided by a licensed surveyor. The surveyor will perform the survey for a full right-of-way along the roads described above. We understand that there are generally no underground utility improvements in the Ranchlands Paving area except for: watermains on Bahama and Jackson; underdrains on Arnold; and, storm piping on East Tradewinds from Sunrise to Fisher and at the northern most segment of Sunrise. The City will provide GIS data on these facilities and flag the watermains for location by the surveyor. Electric, cable and telephone lines are overhead. The survey will include: Boundary Retracement (Prove Right of Way): ^ Compute right of way geometry. The following will be used to determine the rights of way for the project area: o Recorded Plats: ^ North Orlando Ranches Sec. 6 (Plat Book 12, Pages 84 & 85) ^ North Orlando Ranches Sec. 7 (Plat Book 13, Page 3) ^ Susan Woods (Plat Book 32, Page 96) ^ Oak Hill Estates (Plat Book 31, Page 19) ^ North Orlando Ranches Sec. 1-B (Plat Book 12, Page 47) ^ North Orlando Ranches Sec. 3 (Plat Book 12, Page 34) ^ North Orlando Ranches Sec. 1-A (Plat Book 12, Pages 31-32) ^ North Orlando Ranches Sec. 5 (Plat Book 1 Z, Pages 58-59) ^ North Orlando Ranches Sec. 1 (Plat Book 12, Page 3) ^ North Orlando Ranches Sec. 4 (Plat Book 12, Page 35) ^ Seibert Manor (Plat book 32, Pages 96-97) ^ Atcher's Place (Plat Book 68, Page 27) o Right of way and easement documentation based on the plats. Topographic Survey: Perform a Topographic Survey as per Chapter 61G17-6 of the Florida Administrative Code in compliance with the minimum technical standards of surveying and mapping of the State of Florida ^ 50' topographic grid of approximately 28,835 feet of right of way. ^ Datum will be NAVD 88 ^ Set benchmarks for use during the design phase and during the construction phase. ^ Location of visible improvements within right of way. ^ Location of all trees 4 inch diameter and greater at the base within the right of way. ^ Topography of the fist 25 feet from the right of way for the drainage easements. 3.2.2 Prepare 30% plans and specifications for review and comment by the City staff. These plans will be used by the City Engineer to meet with the residents and determine their input. We will provide the 30% plans in phases (phases to be determined by the City) as the project moves forward to allow the meetings with residents to take place over time. 3.2.3 Prepare a Specification using the front end documents provided by OWNER. CPH will provide technical specifications and bid quantities (broken down by phase) for incorporation by the City into a final set of specifications. 3.2.4 Prepare 90% engineering plans at 1" = 40' scale with single plan and profile sheets on half size drawings (11" by 17"). It is anticipated that forty eight (48) plan and profile sheets will be required. Plans will also include a Cover sheet, General Notes/Details sheet, Miscellaneous Detail sheet and Cross Section sheets (estimated at 3 sheets) for critical or significant areas requiring a higher level of detail for construction purposes. 3.2.5 Perform field checks of completed Plans and Specifications with the OWNER's representative. 3.2.6 Prepare estimates of probable construction cost based upon final plans and Contract Documents. 3.2.7 After review and comment on the 90% plans, prepare final plans and specifications for review and approval by the City staff, and other permitting agencies. 3.2.8 Throughout the project, attend three public meetings as to be determined by the OWNER. 3.2.9 Geotechnical Services are not included and will be provided by the City if needed. 3.3 PERMITS 3.3.1 Arrange for and attend, either by a meeting at their offices or by a conference call, a pre-application/pre-project meeting with the St. Johns River Water Management District. We recommend this meeting early in the process, right after the NTP is issued by the City. 3.3.2 Assist the OWNER in the preparation of a stormwater general permit as required by the St. Johns River Water Management District. 3.3.3 Respond to reasonable requests for additional information from the agency. SECTION 4 SCHEDULE 4.1 The ENGINEER agrees to prosecute the work in a timely manner until the Project is completed. The following is our agreed upon schedule: NTP approximately May 29, 2009 Start Survey -June 1, 2009 Finish Survey -July 15, 2009 Submit first phase of 30% plans -August 1, 2009 Submit Phase 2/3 30% plans -September 1, 2009 City and Resident review/comments -August 1 through October 1, 2009 Revise plans to 90% -November 1, 2009 City and resident 90% review process -November 1 through December 1, 2009 Submit Final Plans -January 1, 2010 SECTION 5 PAYMENT 5.1 PAYMENT Payments for services and expenses of the ENGINEER to be as set forth below: The fee for the engineering design and permitting scope of services described in Section 3 above shall be a lump sum fee of $102,105.00 inclusive of expenses.
