Authorization REQUEST: City Manager requesting the Commission to authorize the City Manager to enter into a contract with LDI, Inc. to prepare a General Office Facility and Information Systems Equipment Impact Fee Ordinance and to authorize a supplemental appropriation from General Fund reserves to pay for same in the amount of $5400. ~URPOSE: This Agenda Item is needed to make the Commission aware of the need for a General Office Facility and Information Systems Impact Fee, and .to acquire funding and authority to pursue the preparation of the impact fee. CONSIDERATIONS: The continued growth of the City and resulting growth in City office and storage needs requires an expansion of City Hall to house Information Systems, Finance, records and storage, and other general office space, and the need for expanded Information Systems equipment to service the expanded facilities. We anticipate that approximately two million dollars will be needed over the next ten years as the City reaches build-out and our population grows from 32,000 to 45,000 residents or approximately a yj increase in growth. FUNDING: No additional appropriation required. I am authorizing the expenditure of $5,000 from the General Government Contingency Fund to fund the study. O~.'kJ03 ~ommission Meeting r ,;rT Regular "J" General Office Facility Impact Fee Page 2 Of2 SRI has performed a space analysis plan that indicates a need for approximately 11,000 square feet of additional space through build-out. We have had a preliminary expansion plan for Phase I for approximately 3,000 square feet proposed by SRI that will satisfy our needs over the next five years. The cost of this project is estimated to be $750,000, including furnishings and equipment. We could be collecting these impact fees within 90 days. We estimate that it would cost approximately $150 - $200 for single family residences. RECOM:MENDATIONS: It is recommended that the City Commission do the following: 1. Authorize the City Manager to enter into a contract with LDI, Inc., to prepare a General Office Facility and Information Systems impact fee ordinance. 2. Authorize a supplemental appropriation in the amount of $5400 from General Fund Reserves to fund the study. ATTACHMENTS: a) SRI Preliminary Design Graphics. b) LD I Contract. This study will include the necessary research and projections required to support the assessment of the individual impact fees. LDI will work diligently to gather data and related information with minimal staff involvement. illI will be committed to meeting the project schedule to allow the Community Development Department appropriate review time for all phases of the project, prior to submission to the Phmning Board and City Council for public hearings and for final approval The specific proposed tasks fox preparation of Public Building Impact Fees are identified below. Impact Fee Assessment Study The following tasks will be performed in association with the determination of applicable impact assessment fees for civic, public office and library facilities. 1) Meetwith City staff to detennine issues, and subsequently identify levels of service, current deficiencies, and projected needs. . 2) The Public Building Impact Fee will be determined using an Improvements Driven Methodology. 3) We anticipate utilizing Property Appraisers data for building and land values. If necessary, ill! will prepare a request for supporting financial information to be provided to the City of Wmter Springs by the City's property appraisers. Appraisals are not included in the scope of work, but can be provided for additional services. 4) Preparation of a study outlining the proposed impact fee assessment rates with supporting documentation for public buildings. S) Preparation of public agenda item. 6) Attendance at LPA and Commission meeting(s). FEE SUMMARY Impact Fee Assessment Study illI will conduct the research and prepare the impact fee report and ordinance for an hourly fee not to exceed $5,400. Additional services for this scope of services will not be performed without written approval from the City of Winter Springs. Staff and community workshops and LP A and Commission meeting attendance shall be provided as an additional service on an hourly basis. reD CAt U.:J U.:J;J./P p... ..' I 'iI WORK ORDER NO. 10 AGREEMENT FOR CONSULTING SERVICES LAND DESIGN INNOVATIONS PROJECT: Public Building Impact Fee Study CITY : Winter Springs, Florida CONTRACTED PROFESSIONAL: Land Design Irmovations, Inc. Execution of Work Order Number 10, by City, shall serve as authorization for the Consultant to provide professional services for the above project. RESPONSmILITY OF THE CONSULTANT: Consultant shall provide said professional services pursuant to this Work Order, to prepare an Impact Fee Study for Public Buildings. TIME FOR COMPLETION: The professional services authorized by this Work Order shall be completed within three (3) months from the date of execution of this Work Order. COMPENSATION: The fees for the professional services shall be performed on an hourly basis not to exceed $5,400, without additional written approval from the City Manager.
