HomeMy WebLinkAbout2001 10 08 Regular H Expansion of Central Winds Park Master Planning COMMISSION AGENDA CONSENT INFORMA TIONAL ITEM H PUBLIC HEARING REGULAR x 10108/01 Meeting MGR Authorization IDEPTC-Q REQUEST: The Parks and Recreation Department is requesting the City Commission to discuss the Conceptual Master Planning of the Expansion of Central Winds Park. PURPOSE: To discuss several options on Master Planning the Expansion of Central Winds Park. CONSIDERA TIONS: . On September 4, 2001, a majority of Citizens of Winter Springs voted for a bond referendum to acquire and develop property adjacent to Central Winds Parks known as the Parker Property. . The primary purpose of the acquisition is to provide needed sports fields and parking. . Citizen input is very important from the youth sports groups and other interested citizens in the master planning process. . Although this list is not inclusive of all the options available, the following does explore some alternatives to consider. 1. The City Commission could establish a Central Winds Park Expansion Committee made up of Sports Leagues Representatives and other interested Citizens. These Citizens would meet on a regular basis in public meetings through the master planning process and make a recommendation for development to the City Commission. 2. The City Commission could now select the master plan design service proposal or allow the committee once it is formed to interview and recommend to the Commission a firm to provide this service or have staff recommend a firm. 3. The City Commission could now select a design firm and have them work with staff. Staff would establish public meetings and invite all youth group representatives, interested citizens, and promote these meeting citywide. Staff and design firm would present the recommended final design to the group and also to the City Commission for final approval. 1 4. Michael Design Associates and Starmer Ranaldi Planning and Architecture Inc. were invited to submit proposals due to their past associations with the city. Their proposals are as follows: Michael Design Starmer Ranaldi $ 8,500 $ 8,248 FUNDING: Up to $ 8,500 for master planning services would be made available from the 2002 General Obligation Bond Issue Proceeds. RECOMMENDATION: That the City Commission discuss the options presented and provide further direction to staff in this matter.
