REQUEST: Utility/Public Works Department - Capital Projects Division requesting
authorization to award the contract for the Blumberg Boulevard Median and
Trail Improvement Project to Southeast Enviroscape, Inc.
PURPOSE: This agenda item is needed to acquire Commission authority to award the contract for
the construction of Blumberg Boulevard Median and Trail Improvement Project to
the lowest bidder, Southeast Enviroscape, Inc. for $1,400,928.45.
CONSIDERATIONS:
In the Town Center Master Plan, Blumberg Boulevard was envisioned and designed
to be one of the most beautiful links of public streets anywhere in Florida. This focal point in
the Town Center serves three purposes; 1) to be one of the most important people places and
points of interest in the Town Center, 2) to provides a secondary trail link between the Cross
Seminole Trail-Trailhead located at Magnolia Park and Central Winds Park, and 3) to serve
as linear park linking Central Winds Park with Magnolia Park and Wetland Park, thus
creating Winter Springs version of New York's Central Park. The concept plans were
approved in approximately 2000 by the State Office of Greenways and Trails leading to the
State's acquisition of the trail right of way in the median of Blumberg Boulevard in April
2001.
The Town Center Trail was advertised for bid on November 5,2006 with the bid
opening on December 6, 2006. Four bids for the project were received.

Each bid has been carefully reviewed by staff and the Architect, SRI, Inc and
Landscape Architect, CPR Engineers, Inc, for completeness and accuracy. Previous or
current work has been reviewed and found to be acceptable.
The scope of this project is to install the concrete pavers already purchased by the
City, construction of two lighted pavilions and four lighted arboretums with bollard lighting
along the pathway, and extensive landscaping with irrigation. The construction of a fountain
at the intersection of Blumberg Boulevard and Doran Drive is also a part ofthe work. This
project will tie into the Veterans Memorial to be constructed on the eastern end of Blumberg
Boulevard.
The overall projected construction budget required is estimated to be $1,523,554.87
with a 5% contingency included. This includes the cost of the concrete pavers previously
purchased by the City, design cost and the cost of select Sylvester Palms that the City will
purchase and provide. This does not include the cost for the electrical infrastructure to be
installed by Progress Energy. This estimate has not yet been provided by Progress Energy
but is estimated at $25,000.
The cost for this project exceeds the amount of $800,000 available in the current
fiscal year allocation for this project. The remaining funds needed are recommended to be
reallocated by transferring funds as detailed below. Although the costs have escalated over
the original estimates, the importance of this focal point in the Town Center necessitates
preservation of the original design quality and character. The budgetary figure was estimated
several years ago and the increased bid costs are typical of what has been seen in the
construction industry the last several years for specialty nature projects such as this. Copies
of the bid plans will be provided to the Commission.

The $278,000 in Town Center Improvements was included in the budget as a
contingency item for projects such as this. The Doran IIA and streetscape funds are
determined to be available based on the final commitments in the Implementation Agreement
with IDC.
RECOMMENDATION:
Staff recommends approval of the proposed budget transfers and awarding the
contract for the construction of the Town Center Trail to Southeast Enviroscape, Inc in the
amount of$I,400,928.45 with a 5% contingency.
IMPLEMENTA TION SCHEDULE:
The Notice of Award will be provided to Southeast Enviroscape within 10 days of
approval with the preconstruction meeting scheduled thereafter. Estimated construction time
is 180 days from issuance ofthe Notice to Proceed.
