Dear Mr. Smicherko:
On January 4,2021, representatives from the Florida Department of Environmental Protection
(FDEP) conducted a Compliance Evaluation Inspection at the West Water Reclamation Facility
(WRF). During the inspection, the Department found several deficiencies. To resolve these
matters, the City of Winter Springs and the FDEP entered into Consent Order No. 21-1055
executed on December 20, 2021. The Consent Order specifies stipulated penalties in paragraph 15
of the Consent Order. FDEP provided a stipulated penalty letter on February 21, 2023. This letter
will serve as the response to the letter.
Please find attached two separate checks for the two dates specified in the Stipulated Penalty
Letter,July 20,2021 and April 4, 2022, in the amounts of$2,000 each event for a total of$4,000.
