A RFSOLlJrION OF '!HE CITY OF WIN'l'J.:..." 5PRlNGS, FlORIDA,
ESTABLISHlNG THE nUTIAL lJrILIZATION REGULATIONS AND
USER FEES FOR THE WINTER SPRINGS CIVIC CENTER; PRJVIDmG
FOR C'Cl>WLIcrs AND EFFEcrIVE DATE.
WHEREAS, the City of Winter Springs, Florida, has J:ellOvated the
recreation building at 400 North Edgenon Avenue and has dedicated it as the
Winter Springs Civic CBlter; and
WHEREAS, the Civic CBlter is intended for use both by the
Iecreation IBpartnent and by the citizens of Winter Springs and their guests,
by social service groups, by youth organizations, and by other individuals for
certain oocasioos as specified by the City.
Nai, therefore, be it resolved by the City Cannissicn of
winter Springs, Florida, that:

B. Ieservations:
Iegularly Scheduled M3etings:
Organizations or groups based in Winter Springs may schedule meetings
and activities on an established oo-going basis during regular and
evening oours but not during the weekend schedule.
Qle-Tine Events:
Individuals and organizations may schedule special events for a par-
ticular day and oour at any nonna.l operating tine that is not already
reserved. In case of duplicate J:eqUests, residents of winter Springs
shall reoei ve priority.

D. Regulations:
Reservations may be made up to two Months in advance. Winter Springs
residents have priority .
Activities must be scheduled and payment received at least one (1)
week in advance of the activity, so that proper arrangements may be
made and City personnel scheduled to operate the Center. The
hourly charge includes the total tine the building is in use for
any purpose, including setting up, decnrating, clean-up, etc. All
changes in schedules or arrangerrents should be made in writing.
All costs must be paid in advance to confirm reservations.
Checks should be made payable to: City of Winter Springs Pecreation
Departrrent.
The sponsor of any event held at the Center is responsible for the
personal articles and orderly conduct of those individuals par-
ticipating.
The designated smoking areas shall be posted and smoking restricted to
those locations only.
The refundable deposit of $50.00 required for rental of the Center will
be retained by the City for the following:
(a) damage to the building, equipment or property
(b) failure to clean-up properly
(c) failure to leave building at scheduled time
(d) misbehavior of participants
(e) misrepresentation of the organization and the kind of activity
sponsored.
permission must be required in advance for the use of any equipment in
the building.
Vandalism, breakage and possible hazardous conditions should be reported
to City personnel prior to the beginning of any activities.
Clean-up should include placing all papers in trash cans, taking dec-
orations, cleaning up spills from floors, counters, tabletops, etc.,
picking up litter outdoors, and removing all personal belongings
from the building. All furniture must be replaced inside the
building.
If used the entire kitchen shall be cleaned and left in operating
condition for the next function.
Designated handicapped restroom facilities shall be cleaned.
SECTION II - These eligible activities, schedules, costs, and
regulations shall be rrodified as necessary by the City Commission in accordance
with the best interests of the citizens of the City and to reflect the actual
demand and need for utilization of the Civic Center.
SECTION III - This resolution shall remain in force and effect
until supplemented, ammended, repealed, or otherwise altered.
SECTION IV - All resolutions or parts thereof in conflict with
this resolution are hereby repealed.
SECTION V - This resolution shall take immediate effect upon
its passage and approval.
