ORDINANCE No. 113
AN ORDINANCE OF THE CITY OF WINTER SPRINGS,
FLORIDA; ESTABLISHING A UNIFORM SPEED LIMIT
WITHIN THE CITY LIMITS OF WINTER SPRINGS,
FLORIDA; PROVIDING FOR EXCEPTIONS THERETO;
CONFLICTS; SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, The City of Winter Springs, Florida desires
to establish a uniform speed limit for vehicular traffic
throughout the City, and
WHEREAS, The City Council of the City of Winter
Springs, Florida is vested with the authority to establish
speed limits within the City,
NOW THEREFORE ,THE CITY COUNCIL OF THE CITY OF
WINTER SPRINGS, FLORIDA HEREBY ORDAINS:
Section l: That the maximum speed limit within the
municipal limits of the City of Winter Springs shall be twenty
(20) miles per hour unless otherwise approved by motion of the
City Council and posted.
Section -2 That the twenty (20) mile per hour
speed limit hereby established shall not be applicable to
state highways or connecting links or extensions, thereof.
Section 3: That all speed zones shall be posted
with clearly visible and legible signs and no change in speeds
from thirty (30) miles per hour as established by F.S. 316.82
Cll shall take effect until the zone is posted changing the
speed pursuant to this ordinance.
Section 4: That all ordinances or parts of
ordinances in conflict herewith shall be, and the same are
hereby repealed.
Section 5: If any section or portion of section or
subsection of this ordinance proves to be invalid, unlawful,
or unconstitutional, it shall not be held to invalidate or
impair the validity, force, or effect of any other section or
portion of a section or subsection or part of this ordinance.
Section 6 ; This ordinance shall take effect
immediately upon passage.

NOTICE OF PUBLIC HEARING
TO WHOM IT MAY CONCERN:
NOTICE is hereby given by the City Council of the
City of WINTER SPRINGS, FLORIDA, that said council will hold
a public hearing at 7:30 p. m., or as soon thereafter as pos-
sible on Monday, January 13, 1975, to consider the adoption
of an ordinance by the City of Winter Springs, Florida, title
of which is as follows:
ORDINANCE NO. 113: AN ORDINANCE OF THE CITY

UNIFORM SPEED LIMIT WITHIN THE CITY LIMITS OF
WINTER SPRINGS, FLORIDA; PROVIDING FOR EX-

A copy of said Ordinance shall be available at the
office ef the City Clerk of Winter Springs, Florida, for all
persons desiring to examine same.
ALL INTERESTED PARTIES are invited to attend and
be heard.
THIS NOTICE is to be published in the ORLANDO
SENTINEL STAR, a newspaper of general circulation in said
City, one (1) time at least 15 days prior to the time of
the public hearing.

Dear Members of the COW1cil:
Subject: Proposal to increase speed loot on Sheoah Boulevard
It has been brought to my attention by several residents of The Highlands
that considerations are being given to increasing the speed limit on
Sheoah Boulevard to 30 miles per hour. I personally feel that such an
increase is not appropriate or necessary and respectfully urge you to
disapprove this proposal. As I am sure you are aware, Sheoah Boulevard
is not truly a boulevard in the sense of an arterial trafficway because
of a nwnber of characteristics including, but not limited to the following:
1. No outside curbing or sidewalks
2. Limited right-of-way
3. Limited medial strip v.7idth and
no medial strip at bridge overpass
4. Limited or obscured visibility
across medial strip on curves.
5. Flat curVes
6. Multiplicity and variability of
W1controlled ingress, egress
and cross-over points (bicycle
paths, golf cart paths, parkL"1g
lots, pedestrian paths, etc.)
7. Established utility as a recreational
boulevard for bicycling, jogging,
walking, and site-seeing by adults and
children.
Because of these and other characteristics, it is apparent that increased
speeds on Sheoah Boulevard would not contribute to public safety in that
area. Instead, increased hazards and liabilities would be incurred.
Sheoah Boulevard is only approximately 1.3 miles in length from Sheppard Road
to S. R. 434. At the pr>esent speed limit of 20 mph, it would take a vehicle
about 3.9 minutes to traverse its length. Increasing the speed loot by 50
percent to 30 mph would only reduce this traverse time to 2.6 minutes, a
savings in time of only 1.3 minutes. Surely, this snall savings in time to a

motorist is not worth the extra hazard presented to a child walking to
school or an adult enjoying an early evening f;troll.
If it is felt that the public interest would best be served in upgr>ading
Sheoah Boulevard to arterial speeds, then it would seem prudent and proper
for the City of Winter Springs or Florida La.nd Company to upgrade the public
safety aspects of that thoroughfare so that the recreational character of
the area would not be degr>aded. This would include the construction of
curbing, sidewalks, and bicycle paths along the boulevard, and the installation
of suitable traffic safety devices at each point of entry. The golf cart
crossings present a particular problem since these are unlicensed motorized
vehicles with relatively low acceleration charHcteristics. Possibly, the
City would be obligated to prohibit their use or at least require that traffic
on Sheoah Boulevard come to a full stop to assure their safe passage. Otherwise,
extensive liabilities to the City and to Sheoah Golf Club would be incurred.
Currently, the pedestrian and vehicular traffic on Sheoah Boulevard is
relatively light. However, as The Highlands becomes more fully developed and
the elementary school on S.R. 434 is completed, this traffic is likely to
increase by several magnitudes. The hazard of higher vehicular speeds will
thus become increasingly critical.
I am confident that the public safety minded members of the City Council
will want to join those of us in the transportation safety and' traffic safety
fraternity in doing everything possible to reduce the tremendous destruction
of life and property that is occuring on our highways and streets in this
country.
